I.          Call to Order – K Brinson, Chairperson

K Brinson called the meeting to order at 12:16 p.m. and stated that a quorum was present. With no corrections, the agenda was adopted. K Brinson also asked for any possible Conflict of Interest concerning the agenda. R Andrews stated that she would need to abstain from any votes about Leadership Johnston due to her role in the program.  

K Brinson asked for a motion to accept the March minutes that were previously sent to the board.

E Brame motioned to accept the March minutes as presented. R Capps seconded. Motion passed unanimously.

II.         Finances - March
Financials - D Bailey-Taylor

Month-to-Date Revenue for March was $79,766.81. Month-to-Date Operations were $74,098.50. Net Income for the month was $5,668.31. Year-to-Date Revenues were $785,472.92. Year-to-Date Operations were $621,297.18. Year-to-Date net income was $164,175.74. The February county revenues were $53,774.89. Smithfield’s February Revenues were $16,544.84. Selma’s February Revenues were $7,396.79. Kenly’s February Revenues were $1,633.19. Benson’s February Revenues were $713.65. DB Taylor stated that Smithfield is behind one month in deposits.

Discussion was had about the 2016-17 proposed budget. E Brinson stated that the Executive Committee would be meeting to discuss the budget before presenting the final budget to the board for approval. M Zapp stated that the proposed budget was informative and well presented.

III.       Special Projects Committee - E Brame

E Brame presented Special Events grants for Mondo Roots Arts and Music Festival (formerly Millstock) and Selma 4th of July for the board to consider. Brame stated that each event had been funded in the past and each were eligible for a $500 grant.

J Godfrey motioned to approve the grant for Selma 4th of July as presented.  M Zapp seconded.  Motion passed unanimously.

L Daniels motioned to approve the grant for Mondo Roots as presented.  M Zapp seconded.  Motion passed with eight  yes votes with J Godfrey abstaining.

IV.         Marketing Committee - R Andrews

R Andrews stated that the marketing committee had discussed the need for capturing photographs for some of the upcoming spring events. This would require hiring a professional that has experience with tourism level or destination photography. The question was asked as to funding the project. DB Taylor stated that due to the timing for printing the 2017 visitors guides the bureau will not be paying for the job until the 2016-17 budget freeing up money for hiring a photographer for spring events.

J Godfrey motioned to approve the request to hire an experienced tourism level photographer as presented.  R Andrews  seconded.  Motion passed unanimously.

V.           Sports Council - J Godfrey

J Godfrey stated that it was unclear as to how to move forward with the proposed County Parks & Recreation position. Godfrey suggested that whatever was proposed the bureau needed to buy into. The bureau is still waiting to hear back from NC Wildlife concerning the boat ramp project. The committee was informed that NCDOT will require a certified engineer to draw up the plans on the bike route signs due to Johnston County Planning Department not having an engineer on staff.

J Godfrey motioned for the Tourism Authority board to instruct DB Taylor to issue an RFP to find out the cost of hiring an engineering firm to draw up the bike route signs.  R Andrews  seconded.  Motion passed unanimously.

VI.         Staff Report - DB Taylor

DB Taylor stated that the proposed mesh banner for GALOT Motorsports Park hotel banner would be 140 X 20 feet. The cost would be approximately $3,500 (plus tax and shipping) for the printing and the venue would install the banner. The marketing staff of GALOT still has to approach hotels in Johnston County to participate on the banner. Taylor also suggested that the marketing committee look at placing outdoor kiosks at Galot Motorsports Park. The bureau is partnering with Johnston County Economic Development to provide Swag bags, producing graphics and designs for the JoCo Racing for Recruitment, an industry appreciation day that will be held at GALOT on May 11th. Other highlights for the month include blogs, fam trips and website views and sessions with are up tremendously with the 301 Endless Yard Sale website traffic.

VI.         New Business

It was discussed and suggested that JCVB invite Leadership Johnston to the May 4th board meeting. May 4th will be tourism day for Leadership Johnston. It was discussed to run a panel discussion after the meeting with a question and answer session.

M Zapp motioned to host Leadership Johnston at the May board meeting and to provide lunch. K Henthorn  seconded.  Motion passed unanimously.
