I.     Call to Order – K Brinson, Chairperson

K Brinson called the meeting to order at 8:36 a.m. and stated that a quorum was present. With no corrections, the agenda was adopted. K Brinson also asked for any possible Conflict of Interest concerning the agenda. With none being heard the meeting continued.

K Brinson asked for a motion to accept the January minutes that were previously sent to the board.

E Brame motioned to accept the February minutes as presented. M Zapp seconded. Motion passed unanimously.

II.     Finances - February Financials - D Bailey-Taylor

Month-to-Date Revenue for February was $91,440.85. Month-to-Date Operations were $74,930.88. Net Income for the month was $16,509.97. Year-to-Date Revenues were $705,706.11. Year-to-Date Operations were $547,198.68. Year-to-Date net income was $158,507.43. The January county revenues were $54,797.35. Smithfield’s January Revenues were $16,429.65. Selma’s January Revenues were $7,649.48. Kenly’s January Revenues were $1,778.86. Benson’s January Revenues were $679.64. DB Taylor stated that Smithfield is behind one month in deposits.

DB Taylor presented a copy of the new Johnston County Purchasing Policy & Procedures, stating that the policy was new for the entire county as of February 10, 2016 and the bureau needed to review and adopt the policy.

M Zapp motioned to accept the Johnston County Purchasing Policy & Procedures as presented. R Andrews  seconded. Motion passed unanimously.

III.       Marketing Committee - R Andrews

The committee recommended that the bureau partner with a Galot Motorsports Park hotel banner cooperative advertising project. The banner would be placed on the back of the seating area and could be as large as 250 x 30 feet. The banner would be made of mesh material and would include hotel information and special landing page. After discussion had taken place it was recommended that the project be referred back to the Marketing Committee for more information on actual size and cost.

The committee recommended to the full board that the bureau provide swag bags for the Johnston County Economic Development Industry Appreciation Day that will be held at Galot. The date for the event is May 11, 2016. The cost of the projects would be approximately $3,000. 

J Godfrey motioned to provide the bags for the event as presented, not to exceed $3,000. E Brame  seconded. Motion passed unanimously.

2016 JCTA Board Retreat

The board meeting adjourned at 9:02am. After a short break the meeting resumed for the 2016 Annual Retreat. The retreat facilitator was Chris Cavanaugh of Magellan Strategy Group. The group reviewed achievements since the last marketing audit of 2013, discussion was had concerting the Johnston County Branding Project, staffing needs for the future, environmental scan of the tourism industry, Destination Marketing Brainstorming exercise, crisis management, research and data, digital infrastructure and the FY 2017 Budget.
