BOARD MEETING MINUTES

Visitors Bureau Administrative Offices

I.Call to Order – E Brame, Chairman
E Brame called the meeting to order at 12:20pm and stated that a quorum was present. With no corrections, the agenda was adopted. Brame asked for a motion to accept the August minutes that were previously sent to the Board. D Bailey-Taylor noted two corrections that needed to be made.
M Boyette motioned to accept the August minutes with the corrections being so noted.B Dixon seconded.Motion passed unanimously.
Month-to-Date Revenue for July was $86,173.02. Month-to-Date Human Resources expenses were $25,168.78. Month-to-Date Operations were $37,818.32. Net Income for the month was $23,185.92.Year-to-Date Revenues were $179,822.13. Year-to-Date Human Resources expenses were $50,337.55. Year-to-Date Operations were $67,619.00. Year-to-Date net income was $61,865.58. The July revenues were $56,166.14. Smithfield’s July Revenues were $18,658.10. Selma’s July Revenues were $8,000.56. Kenly’s July Revenues were $2,573.19.Benson’s July Revenues were $747.89.
D Bailey-Taylor stated that Benson revenues were mailed August 30, therefore were not deposited before the end of the month.
IV. Special Projects Committee – T Stewart
D Bailey-Taylor noted that the Special Projects Committee needs to meet in September to review the Capital Grant Applications received and that the grants history report is provided in the board packets.

VIII. Old Business
In respect of time, Chairman E. Brame chose to go straight to old business to discuss the question surrounding the Smithfield Selma Chamber of Commerce. D Bailey-Taylor presented a suggested local chamber program entitled JoCo Proud Campaign. This program was developed from the recommendations of the Marketing Audit meetings earlier this year. The idea would be to provide a stamp for businesses to use and to recognize the value of tourism as economic development in the county. The program also suggests developing a community wide campaign that would run through the chambers with our sponsorship dollars buying email blasts. These email blasts would share the message of “who we are” and “what we do”, build the email database, and build up the social media audience. The objective being that by working closely with the county’s chambers we would build awareness of the Visitors Bureau’s programs and economic value of tourism to the county.
The bureau has joined the following chambers with membership: Benson, Cleveland, Princeton, Four Oaks and Kenly. The Smithfield Selma Chamber and the Clayton Chamber are the only two chambers that offer various levels of sponsorships with benefits. Much discussion was had about the level at which the Bureau should join with these chambers. It was noted that much of the items that were offered for these sponsorships were not of benefit to the Bureau and duplicated between the two chambers. Taylor stated that the Bureau would benefit more from an “al a cart” type membership allowing the Bureau to choose to have email blasts, web links, and labels instead of excessive tickets to dinners and golf tournaments.B Dixon suggested joining the SS Chamber at a champion membership this year and to adjust for next year. J Godfrey questioned if the Clayton Chamber could expect membership for this year.
B Dixon motioned to join the Smithfield Selma Chamber at the platinum level for 2013 by submitting payment of $4,500 for September 1 through December 31, 2013 and then to submit payment in January 2014 as follows: Gold level with SS Chamber at $3,750, Clayton Chamber at Silver level at $2,500 and the other five chambers at $500 each .The motion failed for the lack of a second.
B Dixon motioned to join the Smithfield Selma Chamber at the platinum level for 2013 by submitting payment of $4,500 for September 1 through December 31, 2013 and then to submit payment in January 2014 as follows: SS Chamber at $2,800, Clayton Chamber at Silver level at $2,500 and the other five chambers at $500 each .The motion failed for the lack of a second.
J Godfrey motioned to join the Smithfield Selma Chamber at the platinum level for 2013 by submitting payment of $4,500, the Clayton Chamber at $2,500 and the other five chambers at $1,000 (less the membership fees that have already been paid and allowing D Bailey-Taylor as Executive Director to negotiate benefits for funds paid). M Boyette seconded. Motion passed unanimously.
